Planet developing game

I would really like if there was a Star Trek game where you get a whole blank M-class planet and you have to build new cities on it and lure people to live on it. And you have to indulge many races on the planet. Like Vulcans want to have their temples, and some races don't like to live close to each other, then some can't stand the atmosphere so you have to build special places for them, etc.

What do you think? Would this be an interesting game?
