How did I miss this? A few months ago, Stewart dressed in drag to promote a new show he was in.
The TNG Companion by Larry Nemecek indicates the jacket came about because Patrick Stewart thought the captain should have a uniform that set him apart from the rest of the crew.
The leather switched to the second version, if I recall correctly, because the leather smelled funny? Something like that? I can't verify the story, but I seem to recall it was something of a problem for the actors.

Not true. Archer kept his communicator in one of his pockets and we saw him retrieve it from the chest pocket several times.
