It would've affected that one Cube and then that Cube would've been disconnected from the rest of the Collective as a result. Same thing that happened with Hugh infecting his Cube with his individuality.

Honestly, people who keep arguing that Picard should've been a battle-crazed genocide artist can be so short-sighted sometimes.

Picard could hear the Borg's voices, he was likely waiting for "just the right moment" to fire.

That would jibe with what we know of the Borg Cubes already: that they do not have vulnerable spots.

So all they can have is vulnerable moments...
