One of the things I liked about Picard was he could be tough while being mannered and intelligent. Like in
Sins of the Father, Duras taunts him by saying that being ready to fight was something Starfleet did not teach him. Picard quietly but forcefully replies, "You may test that assumption at your convenience!"
Or in the ep featuring Ardra,
The Devil's Due, when she tries to seduce him and says, "Don't you find me alluring, Picard?" And he counters, "On the contrary, I find you obvious and vulgar."
