It's definitely a couple of warp-10 salamanders. I just knew they'd be part of this.Somewhere recently I saw online that someone had worked out that the two symbols were similar to Romulan Script and he worked out approximately what they stood for.
But at the moment, I can't remember where I saw it or what he had deduced.
(I'm thinking it was around here somewhere)

They finally got him to join the Atlantis Project.it's the La Sirena badge, showing a mermaid:
If you turn it upside down, it's a stylized "PJ", clearly for Picard, Jean(-Luc). He was just getting dressed in a hurry and put it on the wrong way.

Dude, as a vet myself I see soooooooo many other guys that dress in military styled "tactical" gear when they get out. There are whole brands that cater to them now and making huge profit--lol.I get what the costume designers are trying to do evoking his uniform, but it seems really sad in-universe to me that Picard can't dress himself unless he's trying to look like he's still in Starfleet.

I know many people who dress a certain way with a lot of variation on themes. My boss in retail wears just a more casual version of his business casual dress that he uses for work. People love familiarity so why not Picard? A man who does the whole "Tea. Earl Grey. Hot" all the time.
