Indeed, as well as the fact that even with the Treaty of Algernon potentially defunct Starfleet may not just have cloaks lying about. Save for at the Daystom Institute for research. 200 years of not using a tech is a long time to suddenly change.
But, yes, I imagine that the Bounty or another BoP will be a potential target.

Remind me - did the Defiant A have the cloak as well? Why yank a 200 year old cloak when you can retrofit one that already works? I'm making a huge assumption that a) it has a cloak, and b) it is in the museum.

and I would make a guess that there is a plan for a cloaking device in it, that is regularly updated to keep up with the times. atleast I would HOPE so
I imagine they want easy access to a cloaking device from someone that they can trust, La Forge and the museum fit that bill perfectly. Plus it saves time running around. One stop and shop.
the whole point of “The Pegasus” was that Starfleet doesn’t do this.

A reviewer mentioned a while ago that the BoP was recovered and is now in the museum
“The Pegasus” established that the Treaty of Algeron prohibited Federation starships to have cloaking devices. Presumably this stipulation was made by the Romulans. Now that the Romulan Empire is gone, there is no need to conform to the treaty, and no reason at all why Federation starships shouldn’t be able to have cloaking tech.
And doing research on such tech.
we don’t know if the treaty was passed over to the Romulan Free State, not (I think) if the federation and the Romulan Empire were the only parties involved. As of now we just don’t have enough information one way or the other to make any assumption.
The alternate future seen in “AGT” showed that once the Romulan Empire was conquered by the Klingons, Federation ships had cloaking devices. So it’s pretty safe to assume that the treaty was specifically tied only to the Romulans. But I guess we’ll find out if that’s true tomorrow.
I don’t think there was a Romulan Free state in that timeline. Also, who knows what the political scenario implied

5th looks like the Constitution III (which shouldn’t be in a museum.)
Also, those NCC numbers don't correspond to the actual ships shown in the episode. Which is good, because most of them don't make sense.

Looks like we see the USS Excelsior NCC-42037, the USS Trumbull NCC-72370 (Duderstadt class), and an Echelon class ship in the first scene. We also see the Echelon class ships USS Cole and USS Sternbach at Daystrom Station. Apparently they didn't want to use any of the STO ships from last season up close because they weren't detailed enough, or the Sagan class because...they didn't want to confuse them with the Stargazer? 
Also, there is a panel with ship outlines and registry numbers that don't seem to correspond with the museum ships they're supposed to represent. The Akira silhouette is NCC-23542, the Intrepid class silhouette is NCC-77543 (but is clearly the Voyager in dialogue), and the silhouette of the TOS Constitution class is NCC-75442 (but representing the USS New Jersey NCC-1975.)
Apparently Starfleet no longer uses ships any older than the Akira class these days, because every starship is now linked to the other.
