Whoops...Deanna it is. Just rewatched that dialogue. I still get the feeling the "overpowering" took place within their lifetimes, possibly within their time in Starfleet. It's more unlikely Troi would have said that if it had occurred in the 23rd Century or earlier.

We'll never know.


Edit: I thought about this more. Troi assumes Worf is aware of Cardassia. I really doubt they talked about it on they way up from quarters. This suggests Cardassian Union still existed recently

It just happened within a few years, or she wouldn't have mentioned Cardassians.

Not necessarily. It could mean something like 50 years ago, since by now Troi knows that Worf may not be up on "recent" history.
