I thought consulting Kira about Changelings would have made sense.

Whalen from "The Big Goodbye" would have been helpful in "Time's Arrow." I'm not sure that the early 1900s was his forte, but he was described as a "lit-historian" so Troi mentioning him as being helpful when she brought Mark Twain onboard might have been nice.
