If anybody can remember the episode before it was remastered, did you notice the missing scene in the transporter room when Spock went back to the surface of the planet?

The pre TOS-R version I have on the earlier remastered DVD set does have that scene. Not missing.

Well when I watched the episode on Me Tv last night that scene wasn't shown.
(If it had been this thread wouldn't exist.)

Saw the same thing. MeTV did alot of editing to make room for more commercials. Let's cut to a commercial mid-scene. I thought it was fun to see two hot black chicks on the bridge at the same time. Uhura and the yeoman. She was gorgeous.

Trek TOS on local, cable and satellite TV has always suffered cuts for time, starting when the show was first syndicated in the 1970s. In those days, the individual TV stations purchasing the show made their own cuts, and some of them were horrendous.

MeTV's edits are worse than most. I've even noticed they cut out bits of dialogue to shorten scenes, in addition to cutting entire scenes.

Heck, WPIX in NY used to cut one entire scene (at least) per episode to fit more commercials. In Conscience of the King, they cut the entire phaser overload scene. For decades, viewers would see Kirk tell Karidian that "we just narrowly avoided an explosion that could have taken out several decks of this ship!" without knowing WTF he was referring to.

I remember well this happening. In fact, I started watching TOS every night on WUTV channel 29 Buffalo way back in the day when I would get home from school. EVERY night a scene would be cut. One instance that stands out in particular was they slice and diced The Omega Glory so bad that whoever did it re-arranged a couple of scenes so that they were not only partial, they were actually in the wrong order by the time it was said and done. The whole Kirk/Sulu scene about the request for phasers and extra power packs was but a myth if you only saw Trek on that channel.

That channel in particular loved to play extended K-Tel commercials or other "order before midnight" type stuff as opposed to the regular 30-second stuff.

Star Trek was always butchered back in the day.

The MeTV broadcasts are pretty much unwatchable.

Where was it they filmed the exterior, city shots of Deneva?

Wasn't it TRW headquarters? IIRC, shots for Battlestar: Galactica (OS) "Greetings from Earth" (or Experiment in Terra) were filmed there as well.

Do the buildings still exist there?

Yes and yes. The property is now owned by Northrop Grumman, which bought out TRW a few years ago.
