About the sunglasses...

About the inner eyelid thing...
Perhaps it only kicks in during emergencies, where a sudden burst of light occurs (such as when Spock goes into the chamber in "Operation: Annihilate!"). Normal, everyday exposure to bright environments might not be enough for the inner eyelid to come into play. So, in-universe, that's probably why Oh was wearing the sunglasses. Or she could have suffered from some other affliction which caused her to be sensitive to light.
And remember, when the inner eyelid DOES activate, it will completely obscure all vision. That's why Spock thought he was blind.

To be fair Spock does squint when the Organians begin transforming into their energy appearance yet still looks at them. No sign of any nictating membrane over his eyes and no inner eyelid.
What? No! He thought he was blind because he was, due the bright light! The damage just was not so severe then they first thought due thy eyelid. We see him after he emerges from the chamber, his eyes look perfectly normal, no extra eyelid there, it had already retracted.

I think I've learned Commodore Oh's secret.
"Unblinking stare" and all that jazz. I work for a mental health agency and we are encouraged to not where sunglasses around clients to avoid the appearance of intimidation.
Clearly, the amount of worthless gold per bar was reduced as time went on after various shady characters were caught "watering them down." Like their drinks.
