I am inclined to think Oh a Vulcan with at least some pro-Romulab sympathies. Her exchange with Rizzo makes the most sense that way, I think.
All this said, who can say that she and Rizzo might not both be members of the same conspiracy, dating to a point predating the proto-Romulans,' departure.

In light of her exchange with Rizzo, identifying Oh as a Vulcan with some pro-Romulan sympathies makes the most sense to me.

That would seem to be at odds with her fear of having her cover blown.
A Romulan placed high in Starfleet Command would be a more creative and original idea. If we're going to have another sinister flag officer let's have them be of an outside, adversarial species that's been undercover for a number of months or even years. "Conspiracy(TNG)" works in part because those Admirals and other officers were infected by the parasite aliens and still maintained a normal appearance on the outside.

What if the lie goes deeper.
What if the Romulans and Vulcans are actually both sub species, a lot depends on exactly when this AI event happened, before, during or after the schism that caused the Romulans to leave.
How so? How do her statements preclude her being Vulcan?

She's a Romulan posing as a Vulcan. A race all about secrets is also all about subtext and deception. It's just a question of when it's revealed. Looking forward to it.
There are other organizations and communities that she might be undercover for. If the Zhat Vash extends to Vulcan, it could be that.
Alternatively, she is an operative for the Mintakans. (No one suspected them.)
If Vulcans knew about Zhat Vash, so would rest of Federation and so would Picard. No way would a Vulcan (with Romulan sympathies or not) be a member of Zhat Vash

There are presumably billions of Vulcans, a species with a proven ability to keep secrets for centuries. Who can say but that some Vulcans might be very good keepers of an ancient secret?

just because we don't see Oh watching the doors open and close, doesn't mean she doesn't spend most of her time doing so.
