Well, I'm not sure if a dress code would be covered as they would likely be minors and the school would be acting in loco parentis, but I believe the first would cover it unless it was disruptive to the school. I guess I just don't see how a school dress code is either Congress or the State legislating against you. The school itself presumably sets the dress code. And a School is neither a Congress nor a State. Or is the 14th read that no government/public institution at all may set a dress code?
