I interpret TOS crew members in jumpsuits as just officers who dress in jumpsuits for dirty jobs. They are called "Crewman" because they are humans in the crew, and the jumpsuit doesn't display a rank.
 
Sometimes, inconsistencies appear in a world that's under construction (and Trek still is). And when it happens, I try not to be too harsh.
I just like to come up with logical explanations for some of the inconsistences in the Star Trek series.
Sometimes I do it in an almost logical and scientific way and somtimes I make a funny explanation. It depends on the situation and my mood.

I've solved a lot of Voyager's contradictions this way and now I have started to look at the other series as well, at least DS9 and TNG.

That can be fun sometimes. "Enterprise" did something similar, actually, when it presented the two-part episode where the Klingons lost their forehead ridges.

I haven't watched those episodes.
And wasn't it the other way around? The Klingons we saw in TOS had no ridges but those who showed up in the movies and in TNG, DS9 and VOY has ridges.
 
So did the ones in Enterprise, originally. A fourth-season two-parter explains why some Klingons in the TOS era didn't have them. Worth a look, actually.
