Oberth: Getting From There To Here

I think scaling the ship up is the easiest option. Those windows would be the size of a bathroom tile at the 120m scale. The corridors and rooms of the USS Tsiolkovsky are too long and straight to be fitting inside at 120m.
 
Based on a docking port decal on the secondary hull, I think the ship was meant to be just a little bit smaller than the TMP Enterprise. Of course those windows on the studio model’s saucer and bridge don’t really give any kind of good indicator of scale (although Andrew Probert scaled it to be the same size as Kruge’s BoP, which I think was incorrect.)

Well, Chekov claiming he spotted "a scout class vessel" and Kirk proclaiming "could be Grissom" would only really make sense if Grissom were closer to the smaller size of the BoP.

Well, the Hermes class scouts from the FJ Tech Manual (seen on background screens and mentioned in radio chatter in TMP) have the same size saucers and (one) nacelles as the Constitution class, making them pretty large ships. But yes, I think ILM had a smaller ship in mind for the Grissom, despite any characteristics that would determine scale, other than the windows which are kind of ambiguous.

Plus, it’s also kind of ambiguous as to what Chekov was actually seeing. Was it the Grissom? Or was it the BoP and the ship’s sensors just use ‘scout class’ as a generic term for a smaller ship? IIRC, the Grissom had already been destroyed at that point, so it's doubtful that it was what Chekov saw. And it's not like 'Scout class' was the official class designation for the Grissom (i.e. there's no 'USS Scout' as the first ship of the class.)
