Talk to the woman in the middle of the room, then go over to one of the flashing consoles that looks like a tree stump and deposit them.

Then you should be able to buy stuff from her with your samples and other items. Then when you spend about 8000 with her, I think you can buy from others.

I am still having problems with this. I've tried to sell stuff to her a ton of times and she still says I need more missions or something?

We deposit them in the tree stump consoles? I thought we had to buy things from her "store" by talking to her. Hmm... I'll have to try that out tonight. I have a ton of samples that I've moved to my bank since they were clogging up my inventory.

Yeah, you have to buy things from her. The consoles allow you to sell stuff on the exchange or put them in your bank.

Modifying a few "Phaser Beam Arrays Mk II"s works well.

The early lvl research items are actually worth a lot on the market also. If you end up having extra after you make enough items to progress to the next lvl of research you should sell them on the market. I buy them because I'm too lazy to go get them myself.

There is a bank on the Star base in the Sol system. There is also one on memory alpha.
