I would refrain from dealing with it yourself, that can cause more problems than it solves if the individual doesn't take it well.
If it happens past midnight, I think you can complain. Most cities have noise ordinances that don't allow anyone to be loud after midnight. It's why you won't see any outdoor concerts go past midnight. So, if anyone does happen to be loud, they're essentially breaking the law and then it's up to the cops to enforce it, so if you bring it to their attention, it's possible the person could be fined.

We actually have "quiet hours" after ten at this complex, where you're not supposed to run your vacuum, dishwasher, do laundry, etc. People generally obey it. I think it's a nice courtesy to others.

Yeah, I agree. So, obviously this person isn't obeying it. Is it a new person who's potentially not aware of it, I wonder?
Anybody who plays loud music at 1 am in an apartment complex is a jerk.
Find the fuse box and cut the power off to their apartment only.
