No, it was definitely "invented" for TMP by James Doohan. Roddenberry asked him to come up with some gutteral Klingon phrases when they were filming the Klingon scenes towards the end of principal photography.
Linguist Marc Okrand wrote the Vulcan words for the Spock/Saavik scenes in ST II, and came back to do the Klingon speeches for ST III and beyond.

Marc Okrand took it upon himself to make the Klingon dialogue and culture as internally consistent as possible simply because he's a professional linguist (and a ST geek like the best of us), and he saw it as a personal challenge. Doohan's efforts inspired him to consider that there were several dialects of Klingon speech, depending on the situation. He kept tinkering with it and the whole thing was reconceived as a licensed tie-in to ST III.
The first MMPB version of "The Klingon Dictionary" was published by Pocket in December 1985. (Maltz was credited as the language advisor/informant.)
