I honestly don't know what the point of adding Lieutenant Ina in to the mix is? Don't we have enough secondary characters who don't really do much like Bryce and Nilsson?
He randomly had a cloaking device installed the same time Discovery had hers.
I'm not sure what her job is, since she's at Nilsson's station. Maybe Nilsson returned to the shuttlebay or is now Chief Engineer?
My assumption is that Avaah Blackwell doesn't want to wear the mask all the time, and they allowed her to appear without it.

Secondary might be a stretch for Ina.

Well lets class people who aren't primary characters as secondary characters just to simplify things - I can't put everyone into half a dozen different categories. Main cast are primary, the rest are secondary surely?

There's a third category of reoccurring that we saw on other shows, like Nog and Rom. And background characters like Morn or Ensign Gates.
I figure it's a way for them to let the actor have her face out. Janky writing aside, one thing I truly appreciate is how they loyally keep actors working on Discovery.
1. Sara Mitich can't wear the makeup? They give her a role without the makeup instead of just replacing her.
2. Qol gets killed off? Let Kenneth Mitchell cameo in the next season as a different character.
3. Kenneth Mitchell gets sick? Write a full character for him that brings dignity to his situation.
4. Avaah Blackwell could use some time out of the mask? She gets to show her face and raise her profile in Hollywood.

Whatever works for you is fine.
The intent was to rhetorically ask whether we needed an additional character like Ina when we have a number of similar characters already. These aren't 'primary' characters with their names in the title sequence, they're secondary ones.
If you'd prefer to call Lieutenant Ina a background character, third tier, fourth rate or whatever by all means do that.
It means they can switch out actors when needed. Mitch is busy, bring in Blackwell.

Atmosphere, The illusion of a fully crew ship. Same reason they always had every bridge spot filled on past shows. Even if they had no lines or one line.
Exactly. Otherwise people will complain about seeing the same crew.
