CBS needs to be certain that the world actually wants new Star Trek and that's what Discovery is the first step towards. Right now, the vocal response is a big no. You can argue that it's not the Trek that fans want. But that's not what an outsider would see.

Well, potentially it might be. Trek is known to be a successful concept, but not - arguably - in all versions. So developing a second approach alongside would provide plan b if Discovery flopped.Would it really be smart for them to start work on a SECOND concurrent show before the first is released, particularly when audience reception is such a big question mark?
