TOS did quite a few episodes with space nazis/space historic earth cultures - and most of them I wouldn't put above 'Storm front' in quality.
Of course, these TOS nazi episodes were not bashed by the fans, simply because they were part of TOS and not fanon-contradicting Enterprise.
But you do have a point - there was no initial plan for the temporal cold war arc. And it showed - when one wants to do something coherent involving time-travel, one needs to plan in advance.
Nevertheless, the ideea for the temporal cold war was a very intelligent one - for the reasons I mentioned in my above post. It was one of the most interesting science-fiction ideeas presented in star trek.
