It was WYNONNA'S last season, so I wonder if the attitude was that they had nothing to lose? It's not as though they were going to get cancelled over it.
Last spring during my furlough I visited my Mom and her husband for a week. While there I watched a marathon of 'Yellowstone'. The number of 'shit', 'fuck' and female nudity made me think I was watching an 'R'-rated movie on HBO or Showtime, not a basic cable channel. So an occasional 'shit' or 'fuck' on Picard and 'Discovery' is pretty mild.
The Canadian show Trailer Park Boys has a lot of profanity. It wouldn't be exaggerating to say every second word is some manner of profanity, and that aired on one of our cable channels at 9:00 Eastern. There was even a penis depicted as a drawing in one episode. Even daytime broadcasts are only loosely edited, the penis drawing remained and it's only the words Fuck and Cock that get bleeped. Everything else remains uncensored.
Whereas Star Trek is a franchise that would never ever depict anything that even remotely resembles a penis, or would fool google's nudity scanners...
And when Discovery used to air at 8PM eastern during Season 1, Space/CTV Sci-Fi got several complaints about Tilly's F Bomb and was fined for it by the CBSC/CRTC.
There were also several complaints that Discovery wasn't Star Trek lmao, like the channel had any control over that.
9PM is the watershed time for Canadian broadcast standards.
Oh OK, I could have sworn I saw somewhere that it was only 3 or 4.
Which I always suspected was why in the second season they had that bit about Tilly saying "frigging" because Saru had told her no more profanity while on duty as a sort of in-joke to that situation. Then again, the third season had a similar joke, with Saru cutting Tilly off just as she was saying "fuh-" which is ironic because in the third season CTV Sci-Fi aired Disco at 9:00 when profanity is allowed. Picard certainly has its profanity when it aired in that timeslot in Canada.

One thing that sort of stood out for me as a positive was that I don't remember Picard or Seven themselves dropping the f-bomb, which meant there was consistency in their characters. Bit like in Torchwood which was designed to be more adult spin-off from Doctor Who. While the characters there were happy to 'f-this' and 'f-that', Captain Jack and Martha never said it, just like their appearances in Doctor Who. (Of course I could be wrong and they did say it and I have just forgotten it).

Well, we've since had marathons of previous seasons of DSC on CTV Sci-Fi running from 7 to 11 PM, so maybe they're anticipating future complaints from the stuffier members of their audience in their communications with the series' production team re: F-word usages...but I digress from the discussion at hand, yes?

The use of profanity struck me as wholly appropriate. The Federation president's "Holy fucking shit" came after they saw a simulation of Romulus' star going most unexpectedly supernova, destroying Romulus and sending a sterilizing wave of radiation out to gut the heart of the Federation's oldest enemy. That was appropriate; that was a clear statement of shock of someone learning of something utterly shocking.
Similarly, one spate of remarkable swearing by Clancy came after she saw a Federation representative talking about secession. That, too, was an appropriate representation of her shock and upset at something personally and politically very upsetting.

I always felt like Kirk if asked if they used "colorful metaphors" in the future, would admit he's probably done a few himself but not as part of his daily language.

I would love any insights into your process and decisions. I absolutely LOVED your previous Picard novel and it ranks high up there with my all time favorite Trek novels. Ditto the Tilly novel.

I will admit that I find something appealing about the cognitive dissonance resulting from someone who seems every bit the painfully shy ingenue turning out to have an impeccable command of army creole.
The bit with Tilly saying frigging was in the episode Light and Shadows, season 2 episode 7. It's near the beginning, Tilly describes the temporal anomaly as "frigging amazing." Saru snaps "Ensign!" at her to which she says "What? You told me to stop using profanity while on duty."
Saru cutting her off as she said "fuh-" is from Far From Home, season 3 episode 2. Georgiou is making snide comments about Tilly, she just about drops an F-Bomb when Saru sternly looks at Tilly with a raised finger.
