New Who: Who created the original Cyberman?

When the first Cyberman episode aired in New Who we see Cybus Industries president in a wheelchair.

But who was the very first Cyberman he is talking to?
 
Lumic had been abducting the homeless and destitute for years and was perfecting his "upgrade" all the while. In fact, if you watch the Tardisode for this episode it states that 260,000 went missing in South America alone, two years before events in the story. So Lumic was talking to an earlier Cyberman experiment; one created before his all-out attack on London.

OK bummer there goes my pet theory....

I posted in the pet theory thread that it was an actual Cyberman from our universe that had guided Lumic
 
The original Cybermen were just modified humans from our sister planet Mondas. The description from the Tenth Planet mirrors what Lumic was doing.

Mondas solution and situation also is similar to the accounting for the Machine Men of La Metal from the Galaxy Express 999 series.
 
Yeah but to have such a similar design asthetic to the original ones. I don't really buy that. I personally like my own headcanon on this as it ties it nicely to our universe, at least in my own head. That they would invent cybermen on a parallel world that are almost just like ours.. But it's fun to speculate even though that's not what the writers intended...

It just occurred to me that The Dalek Emperor did almost the same thing to re-create his Dalek's prior to "Bad Wolf" and "The Parting Of The Way's"

They did indeed. He even said they had been pulped and sifted their DNA used to make pure Dalek...
