Don't see why you'd think so. They want a record of how many times their film is viewed, and that can only be done if they control the download servers, and can prevent downloads from being made available from other
uncountable servers.
Why do NV want this info? It's the only means available to them to learn just how popular their offering is. These "download" numbers are the Net's equivalent to Nielsen ratings or Box Office totals.
Why does CBS care? Because it serves as a barometer of sorts, as to just how much demand there is for a property that they happen to own. They'll never produce new Trek for television unless they have some indication that there's actually a demand. Gathering viewership numbers and other such data on fan productions, as well as the upcoming Trek movie, will allow them to access that demand.
