New Talosians?

That Talosian you've picked out looks like Jason Isaccs to me! I wonder if he's behind all the troubles?

This episode showed us Talosians that were not hostile and in fact were quite helpful yet here are Starfleet saying that contact with Talos IV invites the death penalty!!! The Talosians as seen in The Menagerie were scary, manipulative and able to warp human minds, not these poor substitutes!

VIna gives a pretty dire warning to Michael about them. It's clear she means it and Michael goes ahead and gives the creepy little bastards what they want instead of incurring the penalty.

They’re helpful only after Burnham agrees to pay the price of reliving an incredibly painful memory. The female Talosian states this clearly: Spock’s sanity depends on Burnham’s cooperation. IOW, the Talosians are the same creepy voyeurs they were in the Cage. Vina also warns Burnham it won’t be pleasant if she doesn’t pay up, so the Talosians also have the same cruel streak they did in the Cage.

The writers didn’t soften the Talosians at all, IMO. Unlike the Menagerie, where they come across much more benevolent than they did in the Cage.
 
Dennis Weaver as Chester was on until 1964. So 1964 or earlier.
It's gotta be way earlier than that, I'd say 1955-60.
One of the first few seasons.
Miss Kitty is pretty skinny there and she filled out as the years went on.
Also, that hairstyle of Arness changed by the fifth or sixth season.

The ones in the Menagerie were in long range telepathic communication and persuaded a Starfleet officer to act against the chain of command in order to learn more about humans and offer benign help to someone in distress.

The ones in this episode did what exactly?
