Well, regarding the set, you can assume a couple of things (if you proceed from the presumption that the folks making this movie know what the heck they're doing!) Most of that will derive from the LIGHTING.
1) If this was an exterior shot, intended to represent something in space (ie, in a vacuum)... they'd be shooting at night with very harsh lighting designed to cast sharp shadows. So we can probably rule that out.
2) If it was an INTERIOR shot, the lighting would be different as well. Sunlight cannot really be used to represent interior "lamp-based" lighting.
SO... it's a VERY reasonable assumption to say that this represents a planetside setting, not TOO dissimilar to Earth.
As for the "dish-like" structure being a deflector or some crash-site evidence... I'd say that if it were a crash site it wouldn't be so "nice and flat"... it'd be tipped at an angle. And as for it being a dish... nah... just because it's round doesn't really mean that. The world is FILLED with round objects, very few of which are deflector dishes.
The coloration would tend to imply "Klingon" if this movie were really being treated entirely as "a piece" with the TNG-era flavor we've been given for so many years. However, there's nothing in the TOS/TMP-era that tells us that "reddish equals Klingon" is there?
The strongly mechanical aspect of the set, to me, brings to mind the idea of a mining station... a nice little central beacon, and a big circular "cap" at the top of a mining shaft." That's pure guesswork, however, and I won't be remotely surprised if it turns out to be entirely incorrect. Just a "gut feeling."
