If it was a recast returning character, Shelby would seem a lot more likely.
If Nechayev was already an admiral just a few season into TNG, I'm thinking she would probably have retired long before Picard.

I personally think that the admiral would be someone less familiar with Picard and his exploits, and simply is interested in his moralizing.
