I rather think the idea was that Worf had a hangover from the bachelor party -- where he consumed more Romulan Ale than he should have.

How hard is that to figure out?

I wish I was. But, IIRC, they were going to have So9 and Picard meet as some-kindo-of former Borg kinship and Picard was talk with her to work out a problem... Or something. I really don't remember it clearly it's been so long.
