I recall an episode (probably warhead) where Kim is urging Tom to take some night shifts because it will be good for his career, but Tom had better things to do.

That's the sort of logic which I have always used to suppose to that Seska could have gotten the second officer position if she hadn't been such a cow as to make a run at the entire bag of marbles.
 
The same reason we never saw a "night-side" Command officer on the Enterprise-D (other than Data cause he didn't sleep) Main cast only mentality at work, logic be damned.

WRONG!

TNG 'Thine Own Self' showed Dr Crusher in command of the bridge durin' the "night shift" and ended with Counselor Troi takin' the "night shift' after passin' her exam.

Wowza! Nice and Blunt.

Although I can't quote episode titles, I was already aware of both Crusher & Troi "taking shifts" but again my point was that there wasn't a permanent "Night-Side" Officer ever shown other than Data.

^ Of course, that doesn't entirely invalidate the point of his thread, which was about only main cast members being in command even when, logically, there would someone else supervising the night shift.

Peter David included an 'XO' position on the USS Excalibur for this very reason

In Basics, Part II, Neelix and Hogan have the following exchange:

HOGAN: Neelix, look at this. They almost look constructed. Maybe the people on this world are cave dwellers.
NEELIX: If that's true, I'd say this is a do-not-disturb sign, wouldn't you? They look humanoid. We might be able to use these as tools or weapons. Gather them up, Mister Hogan. Is there a problem?
HOGAN: No, sir. Do you want all of them?
NEELIX: Waste nothing. That's one of the first rules of survival.

Why is Neelix giving orders, and why does Hogan call him “sir”? Is Neelix an officer in Voyager’s command structure? Does he have a rank?

This exchange always bugged me, Neelix was not Star Fleet and even if he was, he would been a crewmen, there was no need to address Neelix as Sir. Almost as lame as Voyager finding some Talaxians living in a Astroid field almost at the border of the BQ, they must have REALLY wanted to get rid of Neelix bad. Than was NOT one of my favorite ep's. Not a bad character, however they could have offed him in a better way. But if they could off Kirk on a bridge on Devida 3 they could get rid of Neelix in a Astroid...
 
I'm pretty sure that Janeway made Neelix a "squad leader" when she split the crew up to set up their new civilization on the basics planet.

That's a new hierarchy for a new world where the hedgehog is on top.

Yeah, she was just a mentalist. Should obviously have stayed on Voyager, played along, and made every effort to get the ship home as quickly as possible. Instead she hooks up with the technologically inept Kazon, and condemns herself to spending the rest of her life with idiots in the Delta Quadrant.

Cardassian spies aren't what they used to be.
