Does she have a running mate?

I don't see how she could, since there's no such thing as Vice President of the United Federation of Planets. (A Time for War, A Time for Peace establishes that if the Federation President leaves office before his term is up, the Federation Council elects one of their own as President Pro Tempore for one standard month whilst a special election is called.)

It's been a couple years since I read those books, so my memory was fuzzy on whether there was a Federation VP or not.
