I like the idea of revisiting Lily Sloan's affect on early earth policy. If her memories were not removed, she knew better than anyone the kind of real dangers that lurked out beyond the solar system, and also that the Vulcans weren't very up front about them.
Starfleet seems to semi-militarize pretty early. They managed to hold their own in the early Kzin conflicts prior to NX-01, and Earth is already putting serious efforts to settle the local star systems before they've even cleaned up their own world. Can't help but see the hand behind a lot of that being the first one to ever hold a ray-gun.
I can imagine Zefram going on with the business of being the cultural hero he didn't really want to be until he can finally flee for Alpha-Centauri (and beyond) while Lily Sloan takes a quieter far more influential role of getting her planet ready for the wild ride it's about to inevitably take. Maybe with the help of a certain aged Vulcan who survived the war in an old coal mining town..
Who is to say she didn't influence politicos to include Article 14, Section 31 of the Starfleet Charter when she was much older.
