Name That Trek

I keep hearing Tom Paris, but having gone through the whole Voyager episode list, I can't place it.

Is it a main character like Paris, Phlox, or Data?

Or is it a supporting character like Joseph Sisko?
 
With what's been offered so far, I'm guessing that it has to be either Chakotay or Paris. Santa Garrus, you didn't positively refute Paris, though you may have seemed to. It seems very unlikely that Tuvok would ever utter such a phrase and as for the EMH, while the time frame hasn't been narrowed down, I think that he wouldn't use it until his hubris had been worn down a bit, later in the series and I'm hoping that this is an episode from sometime let's say, in the first three seasons or so.

I'm not sure if this qualifies as a guess that you really need to render judgement on, I'm just sort of thinking out loud for my (or someone else's) potential benefit. It definitely is a toughie!!!
 
After long review of episodes, the sense that it's an early season show, and that the line seems to lend itself to a combat or conflict situation, I worked it down to a few situations, one of which appears to be the match.

Paris to the bridge during his attempt to retrieve Torres in Prototype. I must say, an excellent, nuanced puzzler. Very well done, Santa Garrus!!!!.
 
Despite my entreaties for more brain twisters, I'm throwing this gimme out, just because I like the quote and situation so much.

I don't know if it will set a record for fastest solved, but it might be close.

Now, it's unlike me to do so, but I'm going to preface this next one with some clues, perhaps foolishly, because of the special regard I hold for where it comes from. It's part of a brief dialogue that, the many gaps of my Trek viewing notwithstanding, I find quite remarkable throughout the various series' episodes I am familiar with, for its content, delivery, and the context in which it's presented.

Further, for those that might be familiar with a particular predilection of mine, the identification of this might be fairly easy to divine. I think these pointers are so generous, that it will be a good bit of time before I provide anything more in the instance that you are stumped for a while.

Without further ado, here it is:

"They would have fallen apart without it".
