I know it sounds really general so let me add, it's not referencing some trivial offer of a seat or something.

No quotation marks, so I take it as a reference to something shown. Besides which, while I may be in error, I doubt that Chagall came up again in any Trek iteration. So, not because I really remember it directly, but that I've read some critical musings on the scene, I would say that you are talking about Adam and Eve Expelled from Paradise, a print of which Spock had hanging in his quarters and which he briefly spoke about with Valeris in TUC.
In which I get dinged for not knowing the movies. :/

Yep, unless the original somehow gets looted from it's current museum display in Nice, France in the next couple centuries and winds up in Spock's personal collection, and he keeps it hidden away in his quarters so he doesn't get busted for dealing in stolen artwork. Or maybe getting away with it is another "one of the advantages of being a thousand light-years from Federation headquarters," to use Kirk's words from the same movie.

I could see that as a reasonable prospective sideline of MU Spock. Working in a realm that deals with very cultured, sophisticated, and creative objects, but doing so in a way that defines a Vulcan form of piracy and criminality.
Back to the main course,with no more guesses being extended, I figured I would give it a go. Because, the good LadyT'Anna attempt was in DS9, which I believe she knows more than a little bit about, we're not talking about TNG here. So, I venture into terra incognito and hope that this is an episode with a special twist, maybe a character I do know somewhat. I don't know how many of those instances cropped up during the show's run, but checking guest appearance citations, I found one with not one of my favorite TNG players, but what the hell, I gave it a look.
So in striking gold, I think, I have to thank Lady T'Anna for saving me from what would have been an even lengthier TNG
search and a vain one.
