What exactly happened in that episode that made it look as though there was a possible sexual encounter?

Well, if it's my guess that you're wondering about, I think the only reason I even ventured to offer it was because IIRC there was a sort of stock "morning after" scene that sometimes is redolent in some dramas of intimacy having taken place the night before. But as I said, I think it was pretty obvious that Janeway's reluctance wasn't going to be subdued for a while yet, and then Kes came to the rescue!!!!

If no one has got it yet, can you tell us if both characters are regulars?

Sure. Only one of them is a regular character.

-There's tension between the two characters
-There's some chemistry between the two characters
-They're in a pretty unusual situation
-And it's a very suggestive scene, considering the situation
-It could be from a movie, but it could be from the TV series
-Some of you got some good guesses in
 
Riker and Ro in "Conundrum." (Hopefully someone didn't guess that already)

Riker and Ro seems like it almost has to be the right answer given the additional clues.

Bingo!! That's it.

Kirk is basically a captive to Deela to help keep her species going. He fights her.

In one scene they're in Kirk's quarters, and he starts acting as if he's coming around and starts kissing and nuzzling up to Deela.

It then cuts to a scene with Spock doing something. Afterwards, we then come back to the Kirk scene, with him sitting on the edge of his bed adjusting his boots, and Deela brushing her hair in the mirror.

It was an infamous scene that they supposedly slipped passed the censors.

Really good guesses though, everybody. Some of you came so close.
