Name That Star Trek Object

Instead of a new clue, I'd like to suggest a clarification on clue 1. Does "no specific function" mean there is no function shown on the screen or implied from its structure? Or, does it mean that it has many varied functions?

"No specific function" meaning it's there to be seen but never does anyone specifically use it or say what it is or what it does!

The object was first seen on an alien planet, then it was placed aboard the Enterprise. (Meaning, I think, the "prop" was shown first planet side before being seen on the E during the run of the series)

I believe it was first seen on the "I, Mudd" planet then later put in the science/medical lab in I count 8 but probably more episodes after that. It first had working cascading moving upwards lights (like a Jacobs ladder), then later it just blinked I guess as it broke down.
Was this item ever discussed before? So what did this thing do? Did they ever name it or actually use it? Could we assume that either Harry Mudd stole this technology gadget or it was native the the android planet and then the Federation took it and placed it aboard the Enterprise or in reality it was just a cool prop they made and they just had to reuse it over and over again!!

In the Scott I Mudd scene:
SCOTT: Absolutely fantastic. Hand-worked to the finest tolerances, microvision, and a nanopulse laser. I've never seen the like before.​
I think he was commenting on all the junk on the table top, so, the nanopulse laser might be the thing to the right of the light tower. Whatever it is, I think Scott lifted it before he left. :devil:

No, and I argue that the dilithium paddle is larger than the lithium crystal.

2nd Clue: The object is seen to collect other objects.
 
A bookshelf in someone's quarters? McCoy has lots of books in Man Trap, whereas later episodes such as in Kirk's quarters, he has less books, and probably more tapes.

3rd Clue: Appears to be barely more advanced than its 1960's counterpart. Maybe the technical advancements are in the inside.

4th Clue: We never see the object used as it was designed to be used.
