Unfortunately there was never a Total Annihilation 2. Nor is it TA's "spiritual successor" Supreme Commander.
Here's a clue that will give it away: It had voice acting in it by someone who has also done voice work in show such as Invader Zim, The Simpsons and the Toy Story movies. Leaving out the movie they are best known for as that might make it too easy.
Well, this one has me stumped. After doing some detective work, I assume the actor you are referring to is R. Lee Ermey. It says he narrated both the Real War games (Air, Land, Sea, and Rogue States). I have looked up screenshots for both of those games, and while the graphics engine and art style match, the interface is not quite the same.
And I also found Real War (based on the R. Lee Ermey hint) but its screenshots looked different enough that I knew it wasn't the right answer. Funny that it turned out to be a Real War game anyway.
Speaking of too easy, Homeworld: Cataclysm (A very underrated installment of the series, IMO). Which I'd been considering using for my next screen... hm...
