That little police car looks familiar, was this on the dreamcast, does it begin with a Y, I'm sure its got some japanese sounding title, and have a 3 in the title...looks very familiar....I'm remember two cop chasing Triad type mafia gangs and there was also on foot missions.....

Whatever game it is, I don't think it is a space sim. At first glance the picture does look like it is in space, but on closer inspection, I think it is actually a FPS game.
It looks like there is some kind of swirling portal covering most of the pic, but if you look through it there is what appears to be a surface. Also, the mini-map in the bottom left corner has an "N", presumably for North. This makes me think it is just a 2d map for a regular FPS game, not a 3d map like one would find in a space sim.
I have no clue what game it is though. All I am sure of is that it is a PC game, because at the top left it says to press "E" to exit. I'm guessing the portal thing is the exit.

OK, since nobody else appears to know; it's Rogue Trooper on the PC. The reason it's so hard to figure out is because that's a very sneaky screen-shot, taken while sat in an AA turret.
This one should present something of a challenge. A good game but you don't often hear of it. By way of a clue, this game shares a plot device in common with the last one...

Well, it's just one of my favorite games, so I recognized it immediately. I have a habit of being familiar with obscure old PC games. 
^Damn that was fast, I thought it'd be harder to figure out than that! Perhaps I should have chosen a more sneaky screenshot too.
I knew it right off the bat as well (thank you GOG!), but sadly RM beat me to it, and now I have no clue.
