When I watched the newly completed version for the first time this was one of the most memorable scenes for me. It's just so beautifully choreographed. Just by the way people act around Joh Fredersen it's made absolutely clear what kind of power he wields. The musical score also fits excellently. Freder storms into the room, in emotional turmoil due to the accident at the M machine he's just witnessed and wants to tell his father all about, yet, with that simple gesture his father stops him dead in his tracks.
Of course, this is followed by another great scene, the conversation between Freder and his father, where Freder asks him where the people who built his city with their hands are and he answers, "where they belong." Although it's a silent movie you can imagine how coldly his father says that.
 
I don't know why Jack Torrance would be writing on a piece of paper labelled 'Petition', but it's not The Shining is it? :lol:
