To explain the 'watching the episode within the episode' part... Paris, while watching his new tv made by Torres, saw parts of the attack of the colony on his tv screen. Thus, watching scenes of this episode inside the episode.
(Side note: this is one of my favorite VOYAGER episodes, particularly of season 6.)
