Here are the explanations...
1. Favors needed... Picard said he had to call in a lot of favors just to look at the Pegasus incident report.
2. A ghost?... Pressman tells Riker he looks like he just saw a ghost when he came aboard.
3. A violation... Pressman making the phased cloak is a violation of the Treaty of Algeron.
4. A joke or two... Riker tells Pressman he has been 'known to tell a joke or two' since his serious younger days on the Pegasus.
5. Really youthful appearance... Riker had the nickname 'Ensign Babyface' on the Pegasus.
6. They forgot it was done before... The phased cloak was done a season and a half before on "The Next Phase"... both episodes were even written by the SAME writer, Ronald D. Moore.
7. We've seen this type of ship before... The Pegasus is clearly an Oberth class ship, one we have seen multiple times on TNG.
8. A lot made over time, only to likely lose a bit now... Picard tells Riker his service since the Pegasus incident has earned him a lot of respect but that these events will likely cost him some of it.
9. We'll go back to it later... The Enterprise heads away from the asteroid where the Pegasus is and returns later.
10. Mythology is used for a name... The Pegasus is named for the winged horse in Greek myth.
11. We've seen these guys before... The Romulans are featured here, who have been on TNG many times.
12. In an asteroid... Both ships are trapped in an asteroid, the Pegasus because of the cloak, the Enterprise because of the Romulans.
