I almost forgot: Picard uses a non-lethal weapon but it causes the death of "Tuvok" who's left unconscious in the passage of the sweep. I found that part a bit disturbing and hypocritic.

I don't think that's hypocritical. He told the other raiders that he was alive so they'd have a chance to save him and they chose not to. What he did was legit self defense and operationally necessary.
Why didn't he stop the sweep?
Did he have the ability to communicate with the surface at that point? I forget the details except that he was not able to terminate the sweep at the beginning, and he did not successfully communicate until the end.
When you're under attack by people trying to kill you and steal heavy explosives to sell, you do your best to prevent loss of life but you don't endanger your life or the mission. All he could do was try to persuade the other attackers to go collect his unconscious body.
