Sometimes the British sense of humor is hard even for someone with a really dry one like myself.
For this one, you need to know the "Carry On" series of movies - they starred Sid James (who is the man with the pipe) and they were comedies with most of the jokes based around sex and big-busted women.
So the joke is the difference between those movies and the original stiff upper lip war-effort poster.

I think it should be the title of the next Carry On film - a bawdy comedy about the War on Terror. Starring John Barrowman.
