Mr. Hospitality: What's the point?

"Emergency" in the sense that he's on call 24/7. A guest is unhappy for some reason, call up the hospitality hologram. Why doesn't Rios delete him? He 's useful to be around since the alternative is the guests calling up Rios in the middle of the night.
Lots of things could constitute an "emergency". No toilet paper? That's an emergency.
Just use the three seashells.

Oh, those could be anything. Auxiliary Captain's chairs.....almost anything.
 
I'm aware I'm probably digging in waaaaay too deep here, but: the situation where Jana and Beautiful Flower were brought aboard the ibn Majid would be described precisely as "a hospitality emergency", and the poor outcome resulted in the death of his captain and mentor, of a woman he was falling in love with, and of his Starfleet career. Making sure nothing like that happens to him again is part of why he'd keep an EHH, but that frequent reminder is why he hates the thing. And he blames himself for failing people he cared about and losing them, so of course he made the EHH look just like him, so he can externalize hating himself.
 
I am pretty sure the "emergency" part of the EHH is a joke by Rios...kinda like the factc they all look like him and have funny accents.

THEY really wouldn't know its a joke if not explicitly told so.

Well... you have to admit, carrying out a black flag directive to kill them wasn't too damned hospitable, now was it? A hologram like that might have had to put a stop to it. ;)

At no point was it ever suggested that Rios was falling in love with Jana, or in any kind of relationship with her. He knew her for a few hours at most. I've seen this assumption crop up quite a few times, despite there being no suggestion of any such thing in the show, as if the only reason anyone would be upset by the cold-blooded murder of another being is if they were in love with them. Rios wasn't devastated by Jana's murder because he was in love with her. He was horrified by it because she and Beautiful Flower were innocents, guests aboard the ship, representing first contact with a new species, and they were murdered in cold blood by a man he respected and idolised as a father-figure, by supposed order of Starfleet command, for no good reason reason, with the lives of the entire crew complement held to ransom to enforce compliance - and because the captain he idolised as a father-figure committed suicide in a gruesome fashion right in front of him when challenged about it.

Rios doesn't keep the EHH to prevent anything like that happening again - if so, Agnes never could have murdered Maddox. Hospitality and security are not the same function. I'm pretty sure the reason Rios keeps the EHH is because a) it is occasionally useful, despite being annoying, and b) he probably doesn't know how to delete it without damaging other interconnected systems!

(I know there are people here who believe everything about the holograms was carefully crafted by Rios by design, but I honestly don't think he has that kind of technical skill - it was heavily implied that whatever editing of them he has done was clumsy at best. I think the base personalities and accents, and probably also a degree of the costume and styling, were pre-programmed, with his own likeness and personality elements overlaid on top by the self-scan option, and then he went in later and did a hatchet job to try to remove anything he particularly wanted to forget, and was probably lucky not to destroy anything vital in the process.)
 
Why not using a Kirk-hologram as Mr. Hospitality, greeting you with: 'Please state the nature of the no-win-scenario!'
