I though it was too bad Hoshi didn't have more developement and more of a back story about her past her fascination for learning languages and more about why she got kicked of Starfleet and was asked to come back and teach languages again for Starfleet.

Hoshi was a pretty bland character (played by a bland actor) but it might have been interesting to quirk up her character - based on preexisting traits rather than inserted at random (e.g. arm-breaking illegal gambler  ). As she has a fascination for languages, they could have had her occasionally respond to her crewmates in an alien language. She might also have "adopted" an alien culture that seemed interesting to her, in the same way people on Earth get into Japanese culture or become Anglophiles (for instance).

I would tend to agree. I liked Hoshi as a character, and think that the actor could have done more with more material.

Hoshi was the most underrated. They should have given her more to do.
