Harry Kim. All I hear about is how he had no character or development. All I can say, did Sulu? Did Chekov? Riker?

Kim is pretty likeable, has good energy, and Wangs acting was perfectly fine for what the character needed-- and the character was a good element in the ensemble!

Kes. I liked her more than most of the cast. Her powers were awesome. Too bad she had to spend most of her time on the show being molested by Neelix.

Seven.

Often maligned as nothing more than tits on wheels. The truth is, Jeri did an amazing job and turned a toned ass in a catsuit into a genuinely compelling character. Intelligent, troubled, complex, human and hugely watchable.

Sadly, people still view her introduction as a cynical attempt to bring in viewers (which is entirely true) but what they forget (ignore) is that Ryan elevated the character above that and fleshed her out into one of the best characters in the show.

Tom Paris

Tom's charm and Robbie McNeil's portrayal of him was a bright spot on the show, and I wish they had done more with him. Tom wasn't book smart like Seven or the Doctor but his Jack Of All Trades mentality put him above B'Ellanna, Chakotay and Harry most of the time.

I think I might go with Tom Paris as well. He was always doing things that 'weren't his job' and doing them well and rarely got any recognition for it. By the time the show ended he was almost completely different character than the one we saw in the pilot. I know some find it irritating but I LIKED his humor and one liners. Maybe it's because he reminds me of me...I am told I tend to do that.

B'Elanna was close because that character got upstaged by Seven but still continued to do her job and do it well. However Tom wins for me simply because B'Elanna for whatever reason got more character focused episodes.

I loved B'Elanna. I wish she would have gotten more episodes, but the episodes we did get were always really good.

Tuvok. By far the best Vulcan in Trek (Spock was only half and had his human angst to deal with), he showed the struggles/trials that normal Vulcans have to deal with and how they cope.

Kes!
She saved the ship on some occasions and did a lot of good things for the crew.

Well she zapps her in Fury, about 6m40 in. Seven then says "Lieutenant Torres is dead, Kes has vanished"
Obviously, Torres did arrive to Earth alive and well with the rest of the crew.
Besides that, the horrible episode in which the character Kes was humiliated and destroyed doesn't count.

I'm inclined to say Harry Kim, though it might be Kes. I think Kim probably did get more episodes focused on him even if he didn't get promoted in seven freaking years. I didn't watch all of Voyager and didn't pay as much attention to Kes, but that could be a sign that she was underused or not well utilized. I don't think Voyager utilized a lot of its characters well though. I think I'll go with Kes as most underrated.

Voyager is the hardest one to answer this question with as, for me, about half the cast are underrated in my eyes.

1. I think Janeway is a fantastic captain [superbly acted by Mulgrew] who gets way, way too much hate. She is in the most difficult situation of all the captains and she is forced to improvise as she goes along. She manages to be strong, stern, tender, caring and rather amusing.

2. B'elanna : I think Torres is one of my favourite Trek characters and I wish more focus had been given to her. I love watching her struggles with her Klingon side and she is arguably the only Trek character who touches on serious mental health issues [she deals with depression, anxiety, insecurities...]. As gruff as she can be she is entirely likeable. I also found the romance with Tom to be Trek's best.

3. Seven. I am sick of reading people claiming she is just the 'borg-babe' because you obviously didn't watch Voyager if you claim that. Jeri Ryan was fantastic as Seven. Watching her explore [and regain] her humanity is fascinating and moving. Her relationshp with Janeway is wonderful and, generally, Ryan is stellar in just about every episode she is in. I find her acting wonderful.

4. Neelix is also massively underrated. I think he is arguably the bravest Trek character and I can't help but like him. The venom directed in his direction is...distasteful.

5. Kim also, while not spectacular, does exactly what he should. He is likeable and Wang plays the green, plucky young ensign well.

The more i watch Voyager the more the Borg babe argument just doesn't fly. Ryan added so much nuance to the character and it was great to see her develop, even though I wanted to see more humanity in her in season 7 and thought that episode where a Peice of Borg technology inhibited her from becoming fully human was awful.

I think a lot of the anger for Seven was because she took time away from the rest of the crew (and of course meant that Kes had to leave). Whether the rest of the crew would have been better had she not turned up is anyone's guess, but it's hard to look at Seven dispassionatly.

Kes, clearly the most underutilized. Neelix, the most underrated.. Tuvok gets honorary mention for the former and Kim for the latter.
