If you were making a list of potential wizards from the Potter-verse, who would need to be on that list? Personally, I'd like to think that Luna Lovegood was the most powerful wizard, when she focused, but i have no evidence to support that.
 
The deciding factor here is the Elder Wand.

That being said, clearly Dumbledore with the Elder Wand must not have been able to beat Voldemort, or else he would have just done it himself and saved the world a horror. When they fought in HP5 it appeared to be a draw, but Voldemort was younger and more willing to do horrible things and that would have won out in the end.

I agree, it's whomever is using the Elder Wand.

But without it, Harry became pretty powerful towards the end, if my memory is correct.
 
I'd say Dumbledore as he married the technical proficiency of Voldemort (or there or there abouts) with a wisdom that surpassed the other two on the list. He had an understanding of the magical world and the human world that Voldemort never had and ultimately it is this which allows him to engineer the Dark Lords downfall.

It's been a few years since i read the books but didn't they mention that Dumbledore was one of the few wizards who could deafeat Voldemort in a straight fight?

So it's Dumbledore for me.. all the technical expertise of Voldemort but far more experience and knowledge that would give him the edge.
