Oooh...that's a tough one because both are like scraping nails on a chalkboard to me. I guess I'd have to say Neelix...
Considering Phlox was just about the only charismatic person on his ship, I'd have to go with Neelix. Neelix was usually all right. I understand why he's so hated, but I don't really agree. At least he wasn't a total bore like Chuckles or Kim.
I'm not sure that obnoxious is the right word - Neelix is irritating at times, but properly unpleasant? I don't think you could label the character as such. Phlox is fine.
Phlox was cool. Though I understand why Neelix is considered annoying by many people, I usually like him too. For the most obnoxious Trek character: James Kirk is an annoying git, IMO.
Definately Neelix. I liked Phlox because his character seemed to have more edge to it so I felt that the obnoxious aspect to him was a bit dulled in perspective. Neelix...OH my god. Especially towards the end he was so nice it made me gag. And he just wouldn't shut up. And he wouldn't stop helping ppl when they said to stop helping, like Tuvok. I think a redeeming episode was when tuvok was hit with (yet another) mysterious energy beem and lost his logic. I kind of understood Neelix after that. Though the last episode he was in he had some chutzpah, so i guess Phlox and him aren't TOTALLY different.
I liked Phlox, he was irritating in an interesting way. As for Neelix... why did Seven have to bring him back from the dead?
I'd like nominate NAOMI WILDMAN. But as I can't, I have to choose Neelix, I'm afraid. Phlox had more depth to him, and was given more chances to shine as a serious character. And I never really felt embarrassed watching him

Quark was far more repellent than both of them put together. I didn't mind Neelix. Didn't like Phlox at all.
