I see where you are coming from, but the events of "Dear Doctor" just don't have the impact on me that the events of "Damage" do. Phlox's arguments in DD may have been right, and Archer's decision was not "evil." Difficult and up for discussion, certainly, but not evil.

He and Phlox literally played God with limited understanding of the situation. The writers tried to pass it off as some Prime Directive BS, but really these people went out on their own and sought help, and if Archer was any kind of decent human being, he would've given it to them.

Another, slightly less evil Dolim moment: taking out the little research post as the Reptilians approach Earth. Just because he can. It's a nice little bookend to Archer's (arguably necessary) blowing up the post in Azati Prime.

The Augments: putting the doctor in the tube and making everyone watch while he melted. Ick. And then releasing all of the toxins into Cold Station 12 before they left. Again, just because they could.
