I agree, Armus was a very creepy villain. A lump of black goo who gets off on killing people and invoking misery.

I thought Data was scary whenever his body was possessed. Lore was pretty good in his first appearance, too.

I think a twist on the Professor Moriarty character would have great potential, they should have made him a foreign genius in some alien species rather than cartoonish holodeck nonsense

Come on, are you going to tell me there is anyone in the universe creepier than Charlie Evans. If you were sitting on a bus and he came on and set down across from you you'd probably say "Wow that guy's creepy".
I can't remember specifically what episode he was in, but that alien from Voyager who entered everyone's dreams (you know the one where Tuvok is naked and Harry is getting it on with Seven) always creeped me out. Just the idea of looking out a shuttle in space and seeing a head and torso pop up out of nowhere on you.
