More toddler help plz?

My first thought was that she's trying to assert her independence - which has already been mentioned.
My first and always advice is to contact a child health-care professional and ask.
Number one, just make sure the child is healthy. After that, my own personal feeling is that it is the child's body. That's her choice.
With my own 3 kids, (One who will hug and kiss all the time when asked, one who refuses to give kisses to anyone except the dogs, and one who's sort of in the middle - incidentally, that's my son who has been diagnosed with autistic spectrum, ADHD, and Oppositional Defiance Disorder) all I've tried to insist upon is that they are polite with people, but they control the amount of physical affection given out or recieved.
My two cents worth.

My daughter will have beaten him to it. Whenever I get a comment from my daughter that I don't like, my wife says "Well, she is your child ya know". I can't win for losing in my house.

I thought that was just in my house.

Kids learn by watching their parents. You and the spouse hug while she is watching and ham it up a little by saying "I love you". She will get the idea the next time you hold your arms out and say "I love you".
