Par for the course for VOY, IMO.Considering how much DS9 got right with T&T, it was particularly disappointing to see how badly VOY misfired with that episode.
Using her in place of Carol Marcus might've been a nice consolation prize, though, or just giving her one of the crew adjacent slots like they did for Rand.
It's possible they didn't think of Diana Muldaur until the later films, at which time she had already become part of TNG's cast. Trying to fit her into the films may have been problematical at that point, what with the way she left TNG. Bad enough GR was calling the last two films apocryphal, throwing in a cast member he had just fired? Maybe not a good idea.
